Can panic attacks cause anxiety, and if so, why?
My personal experience tells me that yes, panic attacks can cause anxiety in a person who may not have previously been anxious. They certainly did in my own life.

I found that the intense experience of a panic attack caused a sense of fear of getting a future panic attack. This type of anxiety is known as anticipatory anxiety, and it occurs when you're anxious about something in the future.
